ESPO (Eastern Shires Purchasing Organisation) published a competitive framework for the supply and installation of signage and wayfinding products across the public sector. The framework was structured across multiple lots, each covering a distinct product category. The two year framework carried a total estimated value of £18 Million and required bidders to demonstrate capability, capacity, and compliance across every lot they wished to be considered for.
The evaluation criteria required detailed method statements covering manufacturing, installation, project management, and aftercare for each lot. Bidders needed to evidence relevant experience delivering similar contracts to public sector buyers, demonstrate supply chain resilience, and show clear health and safety protocols. Each lot carried its own technical specification, and responses had to be tailored to the specific requirements of each product category.
